PC Law Group is a boutique environmental law and land use law firm founded by Patricia Chen in 2011.  At PC Law Group, we pride ourselves in the quality of our work and our responsiveness to client needs. We have extensive experience in complex environmental and land use issues in transactional and litigation matters and are currently handling and have successfully handled matters involving hazardous materials, Comprehensive Environmental Response, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), California Environmental Quality Act (CEQA), Clean Water Act and Porter-Cologne Water Quality Control Act, Clean Air Act, and Proposition 65. 

Patricia Chen brings over 25 years of experience in Environmental Law and Land Use and was recently elected as Fellow of the American College of Environmental Lawyers (ACOEL).  She has also been repeatedly been recognized in Chambers USA and Southern California Super Lawyers as an outstanding environmental practitioner in California among her peers at other prestigious law firms. Our strength is our ability to cost-effectively assess our clients’ issues and to develop practical solutions that are in most cases beneficial to all parties. Put simply, we bring significant large-firm experience and training to our boutique firm, without the layers of bureaucracy and large-firm rates.

The diversity of our practice is reflected in our clients. We represent municipalities, regional governmental agencies, joint powers authorities, water districts, utilities, developers, family trusts, and publicly-traded and privately-held companies. Drawing upon our experience with such different perspectives on land use and environmental matters, we are able to advise our clients strategically as to the strengths and weaknesses of their respective positions. We are also able to broker and develop more creative deals and solutions.
